I hear this strange beeping noise at night?

Every night when i go to bed i hear a low pitched beeping outside my window.. it beeps exactly every 10 seconds and it lasts one second peer beep (is really annoying when trying to sleep)
its not loud though..
i live in Hercules California and when i stayed the night at my friends house in Vallejo i heard it there too.
Does anyone have any idea what it is?

i have NO IDEA where to put this.. so if you could tell me i’ll move it

What is the correct pronounciation of “Vervais”?
